José O. Torres

President

Jose O. Torres is a retired U.S. Army military officer currently working as a Strategic Communications Analyst with the Department of Defense Chief Information Officer, The Pentagon, Washington, DC. He is responsible for policy and oversight of National Leadership Command Capabilities programs and communication systems. Throughout his military career he held positions of increased responsibilities, from leading small units to commanding an Army Battalion.  

JT graduated from the University of Puerto Rico – Ponce and received his officer commission through the University of Puerto Rico ROTC program, Rio Piedras. He holds Masters Degrees in Computer Information Systems and in Military History.

JT joined UPRAA’s Board of Directors in 2014 currently serves as its Vice-President. During the last two years he was the Chair of the Governance Committee and established UPRAA as part of the Combined Federal Campaign affording all federal employees with an opportunity to support UPRAA’s Scholarship Fund. He also led the revision of UPRAA’s Bylaws and improved board governance staying abreast with technology changes. JT leads the Wounded Warrior initiative during UPRAA’s Hispanic Heritage Golf Event in support of our nation’s heroes.

In 2015, JT was presented the National Image Award for meritorious community service and advocacy for equal opportunity. He led the establishment of five Our Community Salutes community program chapters to recognize high school students’ decision to serve our Nation through military service. He is an avid advocate for education and throughout his military career he has helped many reach their educational goals and continues to do so today. JT recognizes the struggles our young students endure and above all the impact financial aid has in shaping their future. His community service, leadership and passion to serve our youth represent the help and support he wants to give back as he once received. He is married to Wendy Perez and they have two wonderful children.
